Nil Torrebadella Bultà

Nil joined the eftec team in June 2023 as an intern, returning as a Researcher in November 2024. He has been working across eftec’s different service areas, with a focus on Chemicals Policy advisory and Policy Evaluations, and a wide range of clients including public sector, private organisations and NGOs.


In the chemicals policy sphere, he worked on an analysis of PFAS policy options in the UK and the development of a new Risk Management Option Analysis (RMOA) guidance to conduct RMOAs. This socio-economic appraisal experience was consolidated by applying both quantitative and qualitative methods, such as Multi-Criteria Analysis (MCA) and Cost-Benefit Analysis (CBA), to a range of impact assessments for industry consortia to prepare them for potential future regulatory changes.


Nil also applied his environmental economics knowledge by helping undertake a feasibility study to support Eurostat on the development of the Integrated Natural Capital Accounting (INCA) program for EU wide natural capital accounts. He further worked on the development of various natural capital accounts for both private investors and governments across a range of environmental assets.


Recently, Nil gained extensive economic evaluation experience by contributing to a series of impact and Value-for-Money evaluations of Defra policy programs, as well as developing a methodology for tracking of public spending for natural capital.

He has a BSc in Economics, Politics and International Studies from the University of Warwick (First Class Honours) and MSc in Environmental Economics and Climate Change at the London School of Economics and Political Science (Distinction). He works in English, Spanish and French.
